I’m not at or near a system, but is there another Effect in the Colour Correction folder (I think the last filter) called RGB Something (‘Something’ being clip or level or …)
I found dropping that on without any adjustment acts as a 100% clipper.
If you find it (sorry about my vagueness) it MAY help you.

What is happening on your background layer during this transisition?

I Find it best to do 1 of 2 things, depending on the composite:
If the backround stays the same during the FG transition, then put the 2 FG clips on separate layers and either use dissolves to fade one out as the other fades in, or adjust the Clips’ Opacity with keyframes.
If the background changes during the transition, make up two SEQs, one with one composite, one with the other; cut the two SEQs into your master SEQ and dissolve between them

I’ve just finished onlining a program which had some video and a lot of stills in it.
After batching in the video elements, I Rendered All so I could play the SEQ and see what needed to be fixed/graded etc.
I found just a couple of the stills looked like they were playing in preview mode – not high quality at all. The stills were large, not being blown up. Didn’t make sense.
I forced them to become unrendered, then re-rendered them, without changing any SEQ settings or anything, and found the re-renders were fine; excellent, in fact.

Doesn’t answer your question, but there is certainly something whacky going on.
I’ll keep an eye on it, and see if it relates to anything; just wanted to pass it on, in case anyone else comes across it …

I think the 37″ is ONLY a hospitality model, which may be why I got lost. (Their 42″ is SD only, so a 37″ plasma is probably a waste of time for broadcast applications.)

Panasonic describes the models you mentioned thus:
