Your missing the boat! Your encoding bitrate is too high…for 2 pass VBR you will need a target or average of 3.7 mbps using Premiere and PCM audio.
6 or 7 mbps wont fit on a single layer DVD.

Is your video clip in V1? If not, what is below it? Did you key out the blue in Premiere?

Are you seeing just the bounding box of the keyed video clip?? This will not print to the final export.

I have been lurking with interest. My projects are routine event stuff and pictures to video so I dont have a huge number of assests for the events and dont use Premiere for pictures (clunky pan/scan). I use ProShow Producer for the pics and it can get very sluggish with 1,000 pics in the timeline, taking 5 minutes just to open.
I cant fathom 25,000 bits of media in a project window! I would crash with the overload long before Premiere. -

That is kinda a law of nature…stuff rolls down hill.
For local playback, Windows Media Video 9 is probably as good as things get (File size:quality). Try a couple of the HD presets.

There is a way to do simple edits (cuts only) of VOB files and re-author without loosing any quality.
Edit using VideoReDo Plus and then author the resulting file in Encore or whatever you use. -
With the title on the timeline alone;
File> Export Movie> Settings
General>File Type= Quicktime
Video> Compressor= Animation
Color Depth= Millions+ of ColorThe + sign is the alpha channel.

I dont know of a way to make subclips from the timeline, only from the Source Monitor.

I dont get much of any meta data associated with DV clips. Is you video DV?
What camera was used? Did you capture the video from the camera?
Meta data can be added manually during the export/compression function and can be wrong.
