Dont expect smooth playback of any video in either program, as your computer lacks the horsepower and hard drive speed to deliver. You will get better playback with digital video (DV) than compressed video.

If Sceanalyzer works for capturing video, then that is your workaround for capturing DV video.
You want to add music to your project?? What is the source of your music…CD?? you playing a guitar?? ITunes purchase?? -
Scenalyzer is just capture software…edit the files in Premiere.

DO NOT quit your day job!! The problem with earning a living at any job is the “enjoyability factor” as it effects supply. Videography is high and therefor supply is high and wages are low.
Waste management on the other hand is low and folks get paid darn good money for cleaning sewers.
Of course using skill and talent and experience one can make good living in this biz, but the apprenticeship is long. -
Are you wanting blind chapter markers (not on the menu) that the client can hit the Next button on his remote to jump to the next chapter?
OR are the links from the menu to the scene markers not working when played on a stand alone DVD player? -
Streaming video from a Windows video server often involves a single video file that consists of several versions encapsulated in one file. In Premiere talk these versions are called Audiences. The file itself is described as MBR (multiple bitrate). Typically 3 audiences, a small one for folks on a telephone connection, a medium one for DSL and a larger one for cable.
The process is a bit complicated. Suggest looking at this image and my suggested audiences and then reading the help file about audiences;

Premiere does not make it easy to do pan/scan on large (8 MP) still pics like Photoshop Elements, which would be an ideal situation, except Photoshop Elements exports only a highly compressed .wmv file.
I automate the pics to the timeline, select one and scale it to 30%, then Copy that, select the rest of the pics and Paste Attributes. Only then can one see the bounding box to do pan/scan.Make sure “Default scale to frame size” (Preferences>General) is turned off prior to importing images or your pics will look like crap after doing pan/scan.

INHO, decompressing DV into uncompressed .avi wont hurt or help the original DV footage. However the frames with CG added should look better as uncompressed.avi
That said, if your graphics are not NTSC compatible (safe colors/fonts/line thickness) all bets are off.
