is the shift happening during real-time preview or after rendering? The image may shift during preview. Try rendering the work area or render a section as AVI and play that and see if problem persists.
Can’t answer the frame rate issue.

Media 100 does this very well – you can even unsync audio and video, move one track or the other and then re-sync if so inclined. Maybe that was the $10,000 PCI card that did that function, but probably not!

I had a corrupt project a couple weeks ago. The auto save saved my neck – luckily remembered what I did that was lost. Now I save a new version of my project every day, just to be on the safe side.

there have been some previous threads about this. People record different things on the two tracks for a reason, and panning is not the reason.
In other editing software a stereo signal comes in as left and right tracks, but not in Premiere.

we use 6.5 every day for batch processing. The ability to batch process multiple projects into MPEG files overnight is invaluable.
Nothing else about 6.5 is remotely useful. Well maybe easier editing of Windows Media and MPEG-1.

read the manual – find tutorials online (wrigley video) maybe buy one of those Classroom in a Book books.
I did the total training DVD for Premiere Pro 1.5 which was a great help. Worth the money if you cannot figure it out from books and practice.
Learn some keyboard commands, which you can customize in the Edit… menu – save a lot of mouse clicking.
If you have specific questions the COW forums are great, but if you are too vague you will not get anything.

If you use Encore, you can have the pre-made pieces of video as their own timelines, then insert just the new pieces, and have the end actions make the timelines play in the correct order, or if using Encore 2, use a playlist (I have not tried this yet in 2.0).
Making the DVD directly out of Premiere may save a little time, but with what for you is a hassle.
The hassles of using Encore is you will need to repeatedly clone your project, manually re-link the new video files, and then either burn out of Encore or make ISO files to burn later, or make the ISO, copy to a networked machine and burn one disc while starting the next project.

It sounds like you need to create a document listing what the needs are that the church wants to fulfill, such as current and future production and delivery options, a budget and then tell the powers that be what they need to accomplish that goal, rather than just saying “should we get xyz camera etc.”
If they have the money to spend, they should be methodical about how they spend it.
