AE would work just as well. Graphic software handles pics better than most NLEs, make sure you keep it progressive all the way through and it should be better on all kind of displays.

WHy are you doing a 2 step conversion?
For best quality – Export to Compressor from your FCP timeline. Make a CBR preset with the setting of 6.5 Mbps, make sure the m2v field dominance is set to progressive. This ties up FCP while it encodes but it is the best quality.
If you don’t want to Export the timeline just take the clip to Compressor as is or Export a QT movie with the current setting and compress that.

The picture should be 720×480, never have DVDSP resize a picture.
If all you want is this one image I would resize it, bring it into motion, make it a 5 minute movie, export it as 29.97 progressive Uncompressed 10 bit movie. Use compressor and make a CBR preset at 7 Mbps and 29.97 Progressive. bring this into DVDSP and loop it on the first play video track. (not a menu track) this should give you a good image.

they will be there in Jan. Jobs will not be giving the Keynote speech. I think as a whole trade shows are dying a quick death. It will be interesting if Apple sits NAB out this year also.
I get a kick out of everyone going into panic over this on the rumor boards. Life will go on without a MacWorld happening.

1st thing I would do is uninstall the kona software and then reinstall it. You really need to take the time and learn about the hardware you have.

For professional systems (especially) downloading ALL upgrades is recommended, software update should be turned off. IMO

Make your timeline DF and match the starting TC to the first frame of the NDF clip. Place the clip on the start of the timeline, export this timeline and the clip will now have DF TC starting on the same frame.

sounds like the heads were dirty when you started to record, have you tried the tape in another deck/camera if the problem is still there there would nothing you can do, time to get creative with a photo montage if the audio is okay.
