I have been using an HP for the past few years with great results.
One big advantage is that the 17 model has 2 internal drives. I have been been dual booting….running snow leopard on one and windows 7 on the other. Now they have i7 processors at a reasonable price. -
It sounds like you may have an interlacing issue. You may want to
try using adaptive blending deinterlacing or at least blending interlacing. Should have some settings in compresser. -
Is your 1080 interlaced or progressive?

are you trying to do 2 things at once….. like change the size of the video and the frame rate at the same time?

I may be mistaken but the .mp4 codec which is probably what your client is inquiring about is H264. It is not a .mov quicktime.

Maybe a little more information would help… Is your original footage at 1440 x 1080 or 1920x 1080? Is the frame rate 24fps or 23.97 fps?
What is your project set up in Premiere? 1080p at 23.97? -
If it is HD and 24 frames it should be progressive.Lower field first would mean that it is interlaced. There is no such animal that I know of at 24fps in HD. Use uncompressed .avi or .mov – progressive at 24.

If the prorez file plays in quicktime I would use quicktime pro to convert it to something else.

vegas will use prores.. make sure you have a more recent version of quicktime and pull the files from your hard drive and not a removable drive

Try changing the file extension from .mxf to .mov.
