First guess would be they had curves on them and need to be reset to linear.

Well, you are posting in the Premiere Pro forum. Do you have or use Premiere Pro? What you are describing is very simple to do.

You do not mention what version of Premiere Pro you are using, your storage, or the formats/resolutions of footage you are working with, but your system is very underpowered. You should at least be looking at an i7 processor and 32GB of RAM, especially if you are using other Adobe CC apps such as After Effects.
But how/where you store footage,cache files, and the format and resolution of your footage are all factors as well.

You can’t fix decision-by-committee. Only they can fix that.

Try converting that MP3 into a WAV file using Audition or Media Encoder. See if that eliminates the drift issue.

This depends in large part how you define “quality.”
You won’t be getting any increases in resolution, so if you are thinking “higher resolution”, you are outta luck.
If you are thinking lower noise, more color saturation, stabilized handheld video, etc. you have some options. Some you have already discovered.

What kind of footage/audio codec?
Some audio has to be conformed before use. Until it is conformed, it is silent. Classic example is some of the codecs used in MP4 files.
Is Premiere Pro conforming the audio? Any indicator in the lower right of the screen?

First thing I would do is make duolicates, (with an indicator in the name) of all my sequences. Then tweak audio levels to peak at a much lower level, perhaps -12dB.
Sacrifice a BD to do a test with one sequence. If that resolves the issue, re-author and re-master.
