To be honest, I consider Ultra Key in the timeline a convenience. . .
But if I really want sweet green screen keys, I still go to After Effects and Keylight. Every time. I invariably get better results.

I am using Audition 2017 in these images. For simply changing the length of an audio track without changing pitch, the “Stretch and Pitch” effect is what you are looking for:
When the dialog box with controls opens, you just set for the length you want, making sure pit change is set to “0”.

Eric, this video was posted just a little over a week ago. He may be using the latest version of Audition; we don’t know. You may be using an earlier version. We don’t know. It may be the item you cannot find isn’t in your version. He may also have a different screen layout that reveals it; a layout you aren’t using.
We have quite a few possibilities to consider, but without additional info it is all guesswork.
Plus if I understand correctly what you want to do (reduce the length of an audio clip without changing pitch) the tool he’s using is not the one for the job. You would be better served with the effect Dave recommends. I use it all the time to get music tracks where I want them to be.

If you just updated your Adobe CC version, that might be it. Let’s face it, we’re all the beta testers now.
I have traditionally avoided updates until until a dot 1 or dot 2 update is released.

First thing I would check would be color space – was it accidentally saved in CMYK instead of RGB, for example.

Here are a couple of possibilities. . .
MP4 (which often is h.264 codec) is very processor intensive, and the i3 might not be up to the task.
Based on your system description, it appears you only have a single hard drive, and you are trying to play back footage on the same drive the application is running on. This is not recommended. Your processor is working with the drive to “unpack” the compression on those files at the same time your application is trying to run off the same drive. It might just be a bit too much for the system. Not to mention cache files also coming off the same drive.
Adding a second drive for the project and footage would have a shot at making a difference. That is the first thing I would do.
I am sure lots of folks would tell you to dump CS4. I also still have a copy of it on an older home machine, and use it now and then. But, to be fair, it is getting very “long in the tooth.”

Also, given the advanced age of CS4, updated drivers could actually be part of the problem. The hardware CS4 “expects” is all pretty much junk now.
