Does :01 mean one frame or one second?

I would take that to mean one frame. 1:00 is one second. Hmmm…but thirty second spots are called :30 spots.

Why?
One reason for having black before / after is to make butt-edits so there is black between the commercials.
No way you ever see two seconds of black between them, two frames makes totally sense.

I would guess it’s a frame, but that is just a guess.

Thing is what makes sense doesn’t always matter. Like I said before, I get all kinds of specs from Stations. Some of them are very specific, some of them are so brief it almost seems like they’re annoyed they have to tell you. And I don’t always trust the people making/sending these specs. Over half of them seem to be more interested in teaching you how to use an FTP program to send them rather than making sure you prep the video correctly for them.

I’d say 1 second. Same as if I tell someone :30 or :15.

Considering how sloppy some local cable companies can be, and the relative age of their play-out automation gear, my guess would be their play-out system needs one second of black “handles” front and back, to allow for dissolve transitions between other programming segments.
