DVD is Mpeg-2. So it is native in EncoreDVD and won’t need to encode. Faster EncoreDVD workflow to burning.
There is:
VBR for Variable Bit Rate
and…
CBR for Constant Bit Rate.The higher your Bit Rate the better quality you have.
It all depends on the length of your project. The shorter it is the higher the bit rate at a constant level CBR. You can go upto 9Mb/s MAX, but 8Mb/s is just as good and will not have potential ‘bitrate too high’ errors.
VBR can give you a great looking DVD by compressing more (using less Mb/s) when the image doesn’t change much and then using more Mb/s when there is heavy motion all adding up to a longer project with less space.
You will have to test the settings for yourself. But the Presets for MPEG-2 VBR High should look pretty darn good compared to the CBR High.

Do you have any other video editing related software plugins etc that don’t come with Adobe?
512MB ram is very low.
1gig minimum is required.
I don’t know that the ram is the problem. What type of cpu and HDD setup do you have?

insert edit (.) is the best way to add a clip into the timeline pushing everything away from the insert point (the playhead) down the timeline by the length of the clip inserted.
To do this with a group of clips you must hold the ctrl key while you drag and drop into the timeline.
To delete something and pull everything in by the gap of the deleted clip do a ripple delete (shift+del) on the highlighted clip.

I would like such an ability, but because all sequences are made on the ‘locked’ project settings you can’t have a new seq made of a different set of properties to the project.
If you want to do what you explained, why don’t you use AE? It will do it and you have adobe media encoder there too. You can set up a Render Queue to process heaps of comps one after the other.

You could try using the AAF export (It will be a simple cut of it) or EDL export (might not keep effects – will need to work with one video track and relink the footage) and import either of them into CS2.

No you don’t need to render the original clips.
Maybe you need to switch off the frame blend option on the clips (original sequence).

Uncompressed AVI is massive because it’s uncompressed. The codec used to capture is extremely good at compressing most video info. Are you working in the same size as the frap recording?
Are you shrinking it or zooming in? Have you recently updated any software? Is it just playing back poorly? Uncompressed requires a massive pipeline to playback in realtime let alone a powerful cpu.

Once you have captured your clips you can select them one at a time in the project panel and then goto file>timecode…
then set the timecode there. the clip selected will take on that new timecode set in this option.
If it’s ananlog you can’t use the TC to recapture so I’m curious as to why you want it…

You could create your own preset…
chances are it’s actually recording the 24p into a 29.97fps NTSC signal. (pulldown)
