It is a Sony proprietary format. MSV stands for Memory Stick Voice. You will need to find a Windows machine and the Sony plugin for Windows Media Player in order to convert the file to MP3.

You can add a Marker when your clip is in the source window.
Hit “m” to add the maker or hit “mm” to add the marker with notes and other options. Then when the clip is used in the timeline it will retain the marker.

Have you tried exporting directly from Premiere? (File/Export/Media)
Export as a QuickTime file .mov, then drop that file into AME to make your .mp4.

That sounds digital, not electrical. Like something happened during the processing of the codec. I don’t think it is repairable.

Go back to the original 50fps and convert it to 30fps. See if that will work for the client.

What is your Preview File Format set to?
Under Sequence Settings / Video Previews / Preview File Format. Sometimes the MPEG rendered previews fall apart. Try changing them to Quicktime or something else.

I don’t see your export settings, but if you are doing ProRes try switching to ProRes LT if you need a lower data rate.
You can check the exported file in a QuickTime player and select Show Inspector to get the data rate of the file. You may already be above the required minimum.

Have you tried exporting as a ProRes/QuickTime first?

Try the old non-linear trick of copying and pasting the audio on a track just below the original. In a sense, doubling the audio output. Do this copy/paste as many times as you need to bring it up to level.
Also a simpler way, you add a gain filter to the clip. Effects/Audio Filters/ Final Cut Pro/Gain
