you might want to check my tutorial on volumetric lights:

also you can emulate the Lux plugin by simply creating a
layer with a circle effect, and then applying CC Fast Radial Blur with a bit of offset from the center of the circle.hope that helps a bit.

my first guess would be playing with Shape Layers. In the AE CS3 promo on the Adobe website you can clearly see that they do something similar, but I haven’t fond it anywhere and I was unable to achieve the same effect. I’m planning an extensive tutorial on Shape Layers, because sometimes they can be quite confusing. The only thing that stops me from doing it is the problem you’ve mentioned.
For now I can suggest using Particular with a 3D Light animating along a 3D path and then offsetting the layer if needed. I belive there is an option to emit particles from this path, so If you set the velocity to 0 the particles should stay on the path. I’m sorry I can’t jump into AE and give you a step-by-step solution, but I hope that I’ve pointed you to the right direction.

sure. create a file in photoshop that would represent one of the fields. so basically you need to have black horizontal line every 2 pixels on a white background. you can do that by defining a pattern.
save the file.
put your videos in AE.
drag the videos into the comp.
place the photoshop file above each video.
set the video mode to Alpha matte, and the other one Alpha matte inverted.thats it.
i’ve used simillar technique to create slow motion effect.

what are you looking for exactly with those cards, because no one is going to tell you how do design one for sure. it depends on you.
after you design a card in photoshop or even in AE (with solids, masks, strokes and text) you may want to create this old movie effect. there are many plugins that do that. some a free, some not. and I bet this topic was discussed on this forum several times.
there are many tutorials out there how to do that. in fact,

are you using one, three or five color option?
if you’re using one or three try switching to 5 and set the colors properly. than instead of streaching one color in creating the light (that is when the banding appears) you use 5 different colors, therefore there is less “streaching” in the color, and the colors blend.maybe it will help.
