This is what I built back in April. It is solid and runs like a beast although 32 bit Vegas cannot utilize all 8 cores efficiently.

Make sure your camcorder has passthrough. What model/brand do you have?

It should do it automatically but that doesn’t mean it always does. I have had this issue in the past. I always check to make sure it is set to what it should be set to now.

You can save it (applying the key frame effect to generated media) as a veg file naming it according to the effect. Then whenever you want to use it, open it up in another instance of Vegas and copy the event and paste its attributes to the event you want to show the effect.
You may also be able to save it as a transition.

You may want to make sure that the field order is being changed properly from upper field first for HD to lower field first for SD. Other than that, I first thought it may have been a rolling shutter issue with the cam used as opposed to the software however you ruled that out.

JR is right unless you have over 4 cores. If you do, you can change this by clicking on Tools/ and shift clicking Preferences. Once there, you will see a new tab called Internal. Be careful that you do not mess anything up while in there poking around.
By the way, Vegas will only utilize up to 4 cores in a beneficial way. Anything over 4 will actually prolong your render times.

Just use the pan & crop icon on the actual event on the time line to make your adjustments.

Make sure your preview window is set to show the fx that are applied (you can turn it off, have it show half and half so you can see the difference, and have it to fully show the fx that are applied).
I would open up a new project, drag the footage on the timeline and apply an effect. Now, look at your preview window and look for the button that has a circle with part of it light and part of it dark. Click on the right hand side of that and make sure you have the preview showing the fx.
As for your second question, look at how your DVD player is set up. It may be set to show letterbox.

Just ignore it if you know you are below the limit of the disc you are using. DVDA is not the greatest at estimating the amount of space a file is going to take up.
If you do find that your project is bigger than you thought and exceeds the disc quota, you can change the bitrate to a lower number to make it fit (but this lowers quality). If it is just a little bit over, you may want to shorten your menu but you should leave some room on the disc.

I think that having the NLE rely soley on the CPU gives it a strength in that it is agnostic when it comes to hardware. However, the limitation is exactly what you have encountered. There have been talks of AMD & ATI partnering with Sony at the last couple of NAB’s.
