It seems that this has been common for the last several versions of Vegas. Usually if you set it to 16megs or 32 or 64 it usually works well if you run into this issue.

Were you able to render out about a 30 second segment for both to look at for yourself? Give it a go and see if you can spot any differences.

Why not just render it once? Render it using the mpeg for DVDA Widescreen template and then bring that into DVDA along with the audio file as AC3. No need to render twice unless I am missing something.

Can you give us a screen shot?
You might want to try levels and play with the gradients if your camera is locked down for the shots. But, if you give us some screen shots, we can help you out better!

Yes.
Yes you can render both from a single veg file. The render/encode setting overrides the project setting. So if you tell it to render to a 1.333 aspect ratio and your original footage was 1.000 it will do so without qualm as the render settings supersede the project settings.
A good way though to test this for yourself is to make a 30 second selection on the timeline and render that section out to both HD widescreen for Vimeo and for DVD and take a look at the results.

You can take a look at this thread and see if the concept can help. Basically, you should be able to use the methods given but apply the cookie cutter fx to allow the correction to show through on the rest of the track. I would think you would want to feather it and track it with keyframes.

I don’t know what you intend on editing or what your finished products will contain, but I will say this: the pro version allows for scripting. If you are unfamiliar with this, look it up. Look up UltimateS pro by Vasst. Look up Excalibur by JetDV. Look up Deshaker (for shaky video) and be aware that there are countless free scripts out there for Vegas and see if those things would be beneficial for you. They can speed up your workflow tremendously and make your videos look a whole lot more professional and they are only available in Vegas Pro.
