CS5 needs 64 Bit OS. Save your existing computer for Email and Websurfing.
I’d like to suggest you do NOT attempt the “Bare Minimum” requirements for editing HD….
If you are going to purchase a new system in order to do HD editing:
Especially if you ever plan on burning BluRay’s……
Set aside more for Processors, Ram, and Raid, than the “Bare Minumum” suggests.More Power equates to Shorter Render and Transcode times….
Your time is worth money, too!I learned this a couple of times… The Hard way…

On your deck….. Is the system settings (I think it’s setup 020) for reference alarm set to ON…. If so, your stop button should flash if it’s not getting reference to the deck…. If your not feeding deck reference, your deck will be free-running… and I’ve seen decks occasionally have to re-lock when the limit of frame-sync or TBC window is hit… This can also cause AES audio to “Tick” occasionally at a repeating rate…
If you have a black reference available, connect it to the deck and see if that gets rid of the un-locking…
If not, see if there is a reference setting that minimizes this…

Seeing that the first post was from April of 2008….
At that time the answer was no, it couldn’t… That would mean CS3….
CS4 and CS5 is a different story… AVCHD Works fine…I didn’t know such an old post could be updated…. AVCHD has worked fine in Premiere for years.

Steadymove worked in CS3, but they never got a version to work in CS4 correctly, which is a shame.
I haven’t tried any of the other plugins for stabilizing footage…. I’m interested in which the folks like for CS5….

Also, what is the bandwidth of your drive(s)?
The 150 records at a max of 24Mb, so it shouldn’t be an issue, but if your storing it on C: drive, it might be.Mercury Playback won’t help CS4

Not exactly… I thought you were dropping frames in PPRO.
To isolate the display card, export to BR, and if OK on BR, (When played on a different BR player, then concentrate on display card.
Did you load NVidia or Windows drivers? NVidia is latest.Looking for 1939 Indian Motocycle

I have a similar system as yours, with identical ram.
It could be that your display card doesn’t have the throughput for AVCHD..
To prove this, can you export to BluRay this without dropping frames?
If so, that probably points to display card dropping frames..
I had a Quadro FX 560 and had problems…. Went to GeForce 9600GT and for the most part, problem went away….
However, with CS5, going to a Mercury Playback compatible display card made such a improvement!!!

Though adding more memory will help….
There is a real significant improvement by adding more ram and using CS5.
