Use a bitrate calculator to find optimal settings. The quality slider has no impact on the encoded size, which is bitrate dependent.

No. The slightest deviation in tape speed or head alignment in comparison to the original camera makes the whole tape unusable. Your best bet is to capture from the camera you shot with and even then it may not work without problems. One of the drawbacks of using LP. You can’t capture analog from a digital source. You can only capture digital. Analog needs to be converted to digital before capture.

From the camera it was shot on. From another camera or a deck will often give trouble, as you noticed.

The PD170 is interlaced. No progressive on that camera. Use 50/60i for capture and editing.

Ingest: Use the VHS player to play to a mini DV camera, use that camera as a pass through to capture via fire wire to the PC in DV quality with standard DV project settings.
Do not deinterlace!!! From the original 240 LP vertical resolution (VHS quality) you throw away half by deinterlacing ending up with only 120 LP.
Alternatively have a look at some Canopus ADVC solutions for analog ingest, like the 110.
Hauppage is not usable with PP, you need fire wire for capturing.

That is weird. I’ve never seen something like that (but I’m in PAL land and everything I use is 25). In addition I prefer to use Scenalyzer instead of PP for capturing DV material and for HDV I use HDVSplit instead of PP. In the future you may try one of these to see if that problem persists, but for now I would not worry about it, if you don’t see any differences in video quality and speed.
