You won’t need to set the playhead. Just clear all in/out, select all your clips in the bin, and hit the insert or overwrite key; they will all then be added to the open sequence.

1) I think what you are trying to do is jump to the next/previous edit with a keystroke without entering trim mode, do this by mapping FF/REW instead of next edit. Also, inside your Composer Settings, you can modify how FF/REW works so you can stop on markers and ignore track selection when skipping around.

Have been battling this very same thing in the last couple days. In the research I have done it looks like it is a bug and the “solve” is to open the command palet and change button to button reassignment to active pallete. It actually does work but the is just a workaround for a crazy problem. I even mapped the selection tool to my keyboard and it didn’t even fix it, the toggle never worked if I was stuck in hand mode.
