What other bit rates are you referring to?
There’s quite a few choices you can make using the wmv encoder within Vegas.

I don’t actually see any questions in your post, but here goes :-0

1) Menu Page Properties > End Action >Command > Loop

2) Have two buttons for the same media. The End Action of one points to the menu page. The End Action of the other points to itself.

If you are downconverting to DV out of the camera, you are capturing regular ol’ 720 x 480 DV (in NTSC), so your project setting should also be NTSC (or PAL) DV.

Capture makes no changes to your video or audio. It is a direct copy of what the device is feeding the computer.

Yes, progressive scan is not included in your choices for project formats.

Seems like you already have the desktop extended over the two monitors. Just resize the interface by dragging from the bottom right corner.

Vegas will re-render when creating an Mpeg2 file. Look into software from Womble for lossles Mpeg recompiling.
