To turn off FX on a track, you can right-click the FX icon in the track header and choose Bypass All.
I think though, what you are trying to ask is how to have FX applied over time. This is done with keyframes. The keyframes control what state your FX are in at any given moment and are found at the bottom of the FX dialog box.

To paste attributes, right-click on the reference event and choose Copy. Then right-click on the target event and choose ‘paste event attributes’. If you have multiple events selected, the attibutes will be applied to all.
Note that you cannot separate attributes, so if the reference event has filters or keyframes, for example, they will be applied as well.
To create a mask, open a paint program and make your bars on top and bottom with transparent in between. Save as a .png file. Then drop it in to a video track above the others and strech it across the whole project.
To use Pan/Crop, choose any of the widescreen presets in the preset dropdown. As I’ve pointed out, you can apply this to a whole project if you drop your veg (project) fle into another timeline.

You can drop a mask into the topmost track, or you can bring the whole project as a veg into a new project and apply the Pan/ Crop lettbox mask to the whole thing.

Vegas cannot join Mpeg segments without recompressing.

Are you using TRack Motion or Pan/Crop? The latter will give you better results.
Also, what is the resolution of the image? If it’s not high res, you just can’t zoom in too far and expect good results.

DV capture is a bit-by-bit transfer from your tape to the hard drive. There is no loss unless you’re dropping frames.
