The pan/crop screen has a button that will let you move it only left/right, only up/down, or freely in both directions. It’s the bottom button on the far left side.

1. Right click it and create a “sub-clip” from that section. The subclip will loop fine.
2. If you drag the effect to that event on the timeline, yes it will only apply to that one event. However, you can also apply and effect to a TRACK which will affect everything on the track. You can also drag it to the PROJECT (preview screen) which will apply it to everything int he project. You can also apply it to the MEDIA (in the Project Media tab) which will apply it to that piece of media no matter where it’s used on the timeline.
My guess is you accidentally put it on either the track or the project instead of the individual event.

You could use the “Rack Focus” effect in NewBlueFX Video Essentials II to produce the Tilt Shift effect.

NewBlueFx also has a Pixelator effect that can do the same thing and eliminates the need to use a second track. However, the cookie cutter approach also works well.

Remember the text must be on a track ABOVE the video track.

You moved the video to create the transition but did not move the audio. My guess is “Ignore Event Grouping” is turned on.

You can have unlimited regions. The first 99 will show their “number”. To create a region, just create a selection area on the timeline and press “R”.
