A few noob questions.
Problem 1
I am trying to split a section out of my video clip that I want to turn into a loop. My first attempt was to extract the section I want via splitting the clip, hoping I could then drag the sides of the clip out to make it loop. This just recreates the rest of the clip that the section was split from.
My next attempt was to “Render Loop Region Only”. This isolated the clip so it could be looped, however the aspect ratio and letter box size are different compared to the parent clip it was split from.
Problem 2
Having a project composed of multiple video clips I was under the assumption that what ever video effects I drug onto a clip would apply only to that clip. I was trying to brighten up a clip only to have the clip turn out looking great and the rest of the clips in the movie looking way to bright because it took on the settings from the clip I was trying to brighten up. ( I was using video fx > levels > brighten)

1. Right click it and create a “sub-clip” from that section. The subclip will loop fine.
2. If you drag the effect to that event on the timeline, yes it will only apply to that one event. However, you can also apply and effect to a TRACK which will affect everything on the track. You can also drag it to the PROJECT (preview screen) which will apply it to everything int he project. You can also apply it to the MEDIA (in the Project Media tab) which will apply it to that piece of media no matter where it’s used on the timeline.
My guess is you accidentally put it on either the track or the project instead of the individual event.
