The “in” point shouldn’t change but the “out” point could if you’ve changed the speed on the original clip. According to Vegas’ help file:
The following attributes will be pasted:
Event switches
Audio event pitch shift
Video event playback rate and undersample rate
Video event effects and effect keyframes
Video event pan/crop settings
Video event velocity envelopes

If they’re all done exactly the same, they should all match. Obviously something is different.
You can also do this using the Cookie Cutter effect to create the mask. My newsletters have a “how to blur faces” article which shows how to do this using the Cookie Cutter.

No. It’s all or nothing.

Vegas is designed to “play nice” with other applications. As you’ve seen, when Vegas loses focus, it will release all files so other applications can use them. This is very useful in some situations.
For example, suppose you have a photo on the timeline and you decide it needs to be modified in your photo editor. You can simply go to the photo editing program, Vegas loses focus so it will release the image, and then edit it as needed. When you go back into Vegas, it then reattaches to all files it needs including the newly modified file which will be automatically updated to the new version.
Changing the option you changed, this can no longer happen as Vegas will no longer release the files it’s using when it loses focus. However, the gain is that it doesn’t have to reattach all files once you return to Vegas.

View – Waveforms and Frames (or press CTRL-SHIFT-W)

Look at the effects button above the preview screen. You may have accidentally added the effect to the project that way. If it’s there, just delete it from there. Any effect added to the preview screen will affect the entire project.
If it’s not there, other places could be on the video track or possibly the Project Media.
