When you create a new project you need to change the editing mode to “desktop” to be able to specify the frame size.

By that I take it you mean a data DVD, not a video DVD.

PPro can handle both PAL and NTSC in the same project, so that is unlikely to be the problem.

I don’t know the codec you are talking about, but I would suggest you convert it to standard DV before importing it into PPro for best results.
