Ken is totally right and I totally agree with him, however you situation is different as you said that the majority of your footage is at 23.98 (or is it 24p?)

Also you didn’t say that your final output was to 29.97 (is that i or p) or is it 30p?

If the majority of the content is at 23.98 the down-convert the 29.97 to that, not the other way around. It’s the first thing your should do before adding anything else.

That setting appears to be for AVC (H.264) at 1920×1080 – not PAL.

To look inside a droplet, right click on it > Show Package Contents and find the Settings folder in Resources. In there drag your settings file onto TextEdit.

If you could copy and paste that here that would be great.

All three of those handset vendors support MPEG-4 Simple profile (albeit at different frames sizes and data rates). Obviously not all Nokia devices support video.

Yes it does matter, PAL and NTSC have different frame sizes and frame rates, you want to compress PAL to 25fps not 30fps, etc, keyframes and GOPs change too.
