You need to feel it. Intel can be much, much faster than PPC for certain tasks. Don’t forget that it’s not only the processor that’s faster, all the other components and buses are also likely to be much faster.

That’s for you to decide. I don’t know what the video is of, or what you’d accept for good quality but I’ve seen stunning 1920×1080 video at half that datarate.
Compression is all about making compromises. If you want a large frame size and a top picture quality then you need a higher datarate and as such it’s going to take longer to transfer over the internet.
If you don’t want to reduce the frame size and the video looks crappy below that datarate then either get a faster internet connection or go and make a cup of tea (or 2) while it’s uploading.

How did you get them in to your composition?
What applications do you use?

AVC is H.264

Your card simply does not support h.264, it’s not just because it’s old.
Have a look at the Radeon HD 2900 series.
