How about duplicating the comp, one with and one without DOF, and masking out the layer in question when combining the two comps together?
Or even more complex, make three comps, one comp of the layer in question w/o DOF, another comp of all layers behind said layer w/DOF, and another comp of all layers in front w/DOF – and then combine using alpha track mattes.

Also, if you separate the xyz parameters, which is a preset in one of the animation preset folders, it makes it a whole lot easier.

It seems that you did not tick the scale parameter in the mocha track. I don’t see any keyframes in your AE comp.

PPro does have that auto shadow/highlight effect, which sometimes works amazing, you could get lucky with that. Otherwise, get that compositor hat on and take this into AE.

Or.. when you are done the edit, nest the entire sequence and add MBL.

Check your advanced composition settings. Change the motion blur shutter angle to something high, like 360 or even 720. Are you seeing blur now?

How about first masking out the sky, and then simply de-saturating the remaining blues?

You may even do this in photoshop first before bringing it into AE.
