This is a bug of Vegas 9. Do not set the audio level of audio tracks to -Inf. Set it to 0 db and Mute it.

Another option is to click the “Ignore event grouping” toolbar button, select audio event and hit Del.

This is because DVD 16:9 has an aspect ratio of 1.8181 while HD is 1.7777
Vegas Pro 9.0 or newer has “Adjust source media to better match project or render settings” option that will correct this issue, otherwise you have to manually crop your footage
