Place your clips on 7 tracks and move/adjust them as you need. Use Track Motion (or Pan/Crop) to create picture-in-picture.

What is your version of Vegas?
Vegas Pro 12 allows you to pair all your images as stereoscopic 3D subclips (place them on two video tracks, select those tracks and choose “Create 3D subclip” command from context menu).
Vegasaur also has Pair as Stereoscopic 3D subclips command

I would use DV proxies. You can try Proxy Media Builder. It has free 30 day trial
