Several ways:
1) Import your images as an image sequence with the desired frame rate
2) Group images and Ctrl+Drag the right edge to shrink the entire group
3) Use Sony Vegas scripts
You have answered your own question: “Microsoft SQL Server 2005 is not supported on Windows 8”.
Media Manager uses SQL Server 2005, so it can not be used on Windows 8. Recommend SCS to release a new version.
Save your effects as a plug-in chain. In the Audio FX window click Plug-in Chain button (green icon in the top right corner). Now you can apply those chains in any projects.
I have not tried it myself, but I believe it does.
HitFilm claims that it supports Vegas Pro 12 (see video about Vegas Pro 12 integration). Also read this article. I think you should try their demo version.
