In addition to standard keyframe types in Vegas, Tweener from Vegasaur can generate intermediate keyframes for smooth animations.

Take a look at Voice over tool.
Target Track – your original track.
Voice Track – your “re-recorded” track.
Set audio volume to minimum.
Uncheck “Detect silence”, so it doesn’t analyze audio data, but looks for breaks in the “re-recorded” events. -
Can you simply delete all original events that should be muted?
You can also move them to a new track and mute that track. -
Keep in mind that the maximum resolution you can set in Vegas Pro is 4096 x 4096

1. You can create closed captions as shown in this video (watch it to the end):
https://www.youtube.com/watch?v=oD5jcdLEp3I2. Convert closed captions to nice looking text events with Vegasaur Text Wizard (if you really need permanent subtitles, otherwise – export closed captions to SRT subtitles and use them on YouTube)
p.s. there are several ways to automatically generate text events in Text Wizard, read help.
