VisionColor’s plugin requires V13.
Magic Bullet Looks 3.0 can apply LUTs (it works in V12)

I confirm the same issue. Maybe this is a bug, idk.
But if apply Timecode FX as Video Output FX (as Mike told you) – there is no problem.
Delete redundant solid color and apply Timecode FX here: Tools menu > Video > Video Output FX

Not an easy task to do it in Vegas 🙁
multiple tracks, masks, possibly nested projects (depending on the complexity of your project)

You can use special fonts for closed captions. The first link in Google: https://www.ccfonts.com/

Afaik, you can only use ANSI characters in closed captions (it’s a US standard).
DVD subtitles do not have such restrictions (you can switch them on/off with DVD remote).
