Can’t say much without knowing the elements in your project file, but you can check the duration of each element in your project file not just you video.
The video appears blank means the elements which are there are shorter than the composition length.
When you download templates there are many “Shy” layers which are hidden and are necessary for animation. Just check if there is any and increase there duration according to the composition.
You may have to copy the layers and use it again just after the first one so that they will come into a loop.

I am a little bit confused but I think If you will Enable “Auto-Keyframe Properties when Modified” button(small Stopwatch icon near Graph Editor), it will generate key frames automatically with the change in parameters.

If you don’t have Particular, You can use CC Particle World 2 Simulation fro creating particles.
Choose Lens Convex as particle size, Change gravity value to zero, increase the Birth and Death size and increase the Radius X and Y in producer.
Now Precomp it and apply Tint and give any color you want to apply.
Using 4 Way color Gradient and solids with blend modes is one of the best way to apply the flickering effect as Walter has suggested as no third party plugin is required.
Here is an example: CS5.5 File4903_particleworldparticles.zip

I don’t think its a bug in CS6. I have recently worked for a project in which I have used several 3D layers randomly displaced in Z – axis and it worked perfectly fine.

November 1, 2012 at 6:00 am in reply to: Settings for Composition > Save frame as > Photoshop layer, from AEJade
If its not working then try this method:
1. Precompose your all layers in a new Comp.
2. keep your CTI(Current time Indicator) to the frame your want to export.
3. Right click on the layer and go to Time>Freeze Frame.
4. Now add this Precomp to Render Queue and Export with Photoshop Sequence and Best Settings.Vishesh Arora
