These black lines are the combination on mask and solid as you have guessed.
Put a black solid below the footage and mast out the desired shapes. You can then animate the shape paths.
Another way to achieve this.
1. Select your Footage/Image and apply “Stroke” Effect.
2. Select the layer in layer panel, Press Q to highlight the Rectangle Tool. Double click on it. This will create the mask around your image.
3. In Effects panel, Change color to Black and increase Brush Size to say 20%.
4. Choose “On Original Image” in Paint Style.
5. Now do the same procedure for other images and animate them as required.Also to animate stroke as there in video, Keyframe the Start or End Value.

Try this out:
Just copy the set of keyframes(4 keyframes) and paste them at the required interval.Not a difficult task as you just have to press “Cntrl/Cmnd + V” several times.
You can also increase or decrease the duration of Opacity animation if the speed of scrolling text is different.
Select the Corresponding set of key frames, Hold Alt and drag the Last key frame. This is way can manage timing also.

You have to use Trapcode Form Plug-in and for making particles look more organic, Add Motion Blur to them.

If the Spaces between the text lines are same, You can try to loop out the opacity or blue solid.
Try this:
1. Key frame the “Opacity” of Solid for one Text layer. From 0 to 100 and then from 100 to 0. This means you have 4 key frames.
2. Now Press T to reveal opacity of solid and Alt Click the Watch. This will bring out the Expression controls.
3. Now, Go to “Expression Control Menu” button(next to pick-whip). Select Property>LoopOut(type=circle,numberkeframes=0).
Make sure all of your key frames are selected.You can adjust the timing of Opacity Keyframes according to requirement.

Try to delete your prefs file.
If you’re on a Mac, hold down the “Command + Option + Shift” keys as you start After Effects, this will allow you to delete the corrupt preference file. On a PC its “Control + Alt + Shift”.

Select the Particular layer and apply “Trapcode Star Glow” Effect.
This will make particles glow like stars. You can then add a little bit of “Shimmer” to show twinkling or you can animate “Streak Length” to show occasional sparkle.Vishesh Arora
