In CS6 the option to change the Time code base is missing.
If you have CS5, then
Press ” Cntrl/Cmnd + Alt/Opt + Shift + K” or go to File>Project Settings
There you can change the TIme COde Base.
You can buy a trial version if you don’t have it with you.

To be more specific about the point of interest, Change the Camera View(Below Viewer Panel) to Other views(say Top, Front, etc) and adjust as required.

It’s written in there website. But till now it’s not there.

Depth Of Field(camera property) is used to focus the main Text. This will automatically blur out the Text layer which are closer to the screen.
