Use the radial pattern technique, than put a large circle in the middle to mask the central area.
Finally, you could select all and Pathfinder > Unite.

Could you upload an example possibly as version 10.. If you save the project down to version CS4 or 10 does the problem remain?

You might have objects or effects outside the frame that are increasing the size. Maybe try applying clipping masks – if exporting from AI.
Or you could just import the AI with Photoshop and set the Page Options to Media Box and the size should be correct.

You might have to get the file onto a more powerful machine running CS5.
Or try setting your monitor resolution very low before opening.
Or try opening the file with Acrobat pro, maybe even try running it through Distiller.
Once you get it open, the first thing I might try is Select All / Object / Path / Clean Up / …
Then maybe look for additional stray points outside your artboard.
Just some ideas.

Could you create your own brush that is smaller that 1 pixel, or set the brush size to a very small decimal in the brush palette options.

I think you’d need to first run a pre-process in Photoshop.
Open the image than – Image / Image Size. In the Image Size dialogue box, make sure to set Resample Image to Nearest Neighbor. Then get out your calculator and multiply your dimension values by 4 (must be multiples of 2). Than save the file as a TIFF with LZW compression.
Open the new TIF image in Illustrator, select the image and click the Live Trace button under the main menu.
You’ll probably need to click the drop-down arrow next to the Live Trace button instead, so you’ll have access to finer controls under Tracing Options at the bottom of the menu.

The real trick with this process is the pre-process in photoshop. If you aren’t able to get satisfactory results after the Live Trace, run your original image through Photoshop again, only this time multiply by 6 or 8 or whatever it takes to get the desired results.

Illustrator is the best tool for doing professional labels, especially for print.

To adjust spaces between letters you need to adjust the Tracking.
Once you have your text selected, adjust the tracking in the Character palette – Window / Type / Character.
To adjust the tracking after just one character, just select the one character and make that tracking adjustment.

My favorite way to flatten a file for print is to open the Illustrator file in Photoshop, than import is as CMYK 300 PPI. Than save it as a TIFF with LZW compression.
You can also do this with Illustrator by clicking File / Export / …

Sounds like you probably want to do a live trace.
Select the raster object, then click the Live Trace button up under the main menu.
