    I heven’t devised a “solution” for my problem. The project must continue, so I will apply the following coverups.
    1-At a later stage, I will be using a sort of “frame edge diffusion” that will pull black inward from the outer edge of the frame.
    If this doesn’t cover the problem adequitely I will…
    2- Before applying the diffusion, I will place a 1 pixel bar of black across the top row and the bottom row (I include the unaffected bottom row because I’m silly about keeping the useable height at an even number), and than apply the diffusion.

    Your issue seems to be a little different. Are you using 60i source material, DV?
    Are you using a deinterlacing technique that is causing the problem? It sounds like your issue affects the entire frame. Is the problem consistent throughout the timeline, or is it sporadic?

    Not sure if this will help…
    It should be noted that the “easy deinterlacing” technique results in the loss of half of your visual data and is commonly referred to as “line doubling”.

    Another techniques is…
    1. Import your clip into Adobe After Effects projects.
    2. Drag the video clip (in the Project window) to the Create Comp button.
    3. Type – Control + k to open the Comp Settings window.
    4. Type – Ctrl + Shift + Alt + k to open the Project Settings and set to 16 Bits Per Channel.
    5. Highlight the clip in the Project window and type – Control + f to open the Interpret Footage window. Set the Seperate Fields option to Lower Field First and check Preserve Edges/Motion Detect (available in best quality only). Click OK. Click in the project window to deselect the clip.
    6. Import another of the exact same clip.
    7. Repeat the above process, but choose “Upper Field First.”
    8. Drag the duplicate clip into the Timeline. Quality mode
