I don’t know anything better than Snapz Pro for this, but you’ll need a fast machine with a fast disk. Plus, anyway, how do you want to get more resolution than SD onto DVD?

Twixtor is great, but complicated to use once you exceed original length.
Motion 3 has similar features.

Well, anything that has higher definition than SD can be called “HD”, I suppose.
If this is 16:9 and progressive square pixels, you’ll have 854 pixels horizontal vs. 720 and full 480 px vs. 336 perceived vertical definition (Kell factor for interlaced) in SD.
In CS it would even be 1128 px wide

No, it hasn’t been fixed. But there’s the “German Hack” : http://www.aulich-adamski.de (the PDF is availble in English). It works fine for us with the HDV-200, I don’t know about the JVC.

OK, the NVidia is not really adapted to Color. Try to get a X800 (be sure it fits your model) if you can

the most important thing to decide will be about the foreseeable future:
Will you stay with Betacam and DV long enough that your current hardware becomes obsolete anyway or will you need an upgrade path to HD soon?
For Beta/DV only you can get away with a Blackmagic Decklink standard definition (around 295 U$)
