Do not move the layer on which the Flare is applied to- link the flare to a 3d Light and move the Light around in 3d space.

Being a AE user I would go for the dual xeon, with max RAM and a killer SSD RAID setup- maybe 3 SSD’s in Super RAID 2.

Use Adobe Media Encoder with the WMV presets. This should give you a good starting point. Do a few tests though to see what combination gives you the best playback experience o the hardware you have to work with.

It looks like you are using the QT container to render H264 – that would explain the washed out black issue. Use AME with the separate H264 setting for .mp4 export – QT has some issues. Here are a couple of useful links:

what format are you rendering out to and how are you viewing the final result?

I would use a camera track and position the masked layer in 3D space to match the location of the tv. This should give you the shakiness of the camera. Use different compositing modes to bring back the texture and reflections from the screen.

Do a camera track and position the footage with the right mask over the tv screen.

There’s several ways of doing this – it depends mostly on the rest of your elements. You can either save the same project for each language/image version you need and then just replace the source of the image in the Project window (right click and choose Replace) OR you can create precomps with the elements you need, duplicate the precomp in the Project window and then select the image layer in the timeline and Alt+Click+Drag the new image from the Project window over that layer to replace it.
