Sure you can do object removal.
Depending on your shot you can use AE’s own tracker, Mocha or a 3d tracker like Boujpu or Syntheyes.
Then it’s all about creating clean plates, rotoscoping and tweaking.
There’s no quick plug-in for it though.
I’m sure that if you do a search on “object removal tutorials” you’ll get plenty of info.Tudor “Ted” Jelescu

Card Dance is the plugin you’re after.
This tutorial can help:

It used to be on this website
https://maxafter1.blogspot.com/2008/12/card-dance-tutorial-coming-soon.html#uds-search-results
but it seems that is not working right now- luckily I found the above link.Tudor “Ted” Jelescu

Green or blue- it’s more a matter of what colors you want in front of the screen. I’ve shot blond hair on green chroma and it keyed out ok (granted it was a darker blond, not “swedish”). Whatever you choose make sure to shoot a clean plate as well- helps a ton in post.

Not quite- you could ad an adjustment layer and apply the effect to it and then a mask, but any other layer that would be underneath would be affected as well. So the way to do it in AE is to duplicate the layer, apply the effect to the top layer and mask out the part you want to be affected.

Did you also check in the player control window to see if the RAM preview settings are set to full resolution?
Also posting a screen grab of your desktop with AE open and a movie imported and opened in a comp may provide some insight to us.Tudor “Ted” Jelescu

Using 16 bit or 32 bit for the initial comp may help also.Tudor “Ted” Jelescu

You can’t make a mask on a 3d object from PSD do what you want it to do.
The one way to try and achieve what you’re after is to make a comp the size of the screen and animate the stuff you need inside. Bring that comp in the composition with the 3d PSD object, position it over the screen and link it to the PSD object.Tudor “Ted” Jelescu

Can you give an example of what you mean by a butterfly transition? We may have different ideas of what that is…

“Any thoughts on how to make the crayon “shimmer” and how to make the paper cut outs more animated like in this commercial?”
The “old” way of doing this is to draw 3 or 4 times the same drawing by dand with small variations in line, position and fill strokes. Scan those in and you get 3-4 frames that you can cycle by creating a loop. Use puppet tool to animate.
