    Is there a way to apply a mask to a single effect on a video track? Like when you apply a mask to a filter or color node in shake. Can I do this without having to duplicate the layer?

    Not quite- you could ad an adjustment layer and apply the effect to it and then a mask, but any other layer that would be underneath would be affected as well. So the way to do it in AE is to duplicate the layer, apply the effect to the top layer and mask out the part you want to be affected.
