I would do the shapes in Illustrator: two long lines with holes cut in, just like the sides of a film strip. Then I would animate the length of the strip to pass through the frame at constant speed- render that out with alpha and then loop that. You can then play with time warp for speed changes.

Dave suggestion is good- Particular can do a really nice job – also Particle World may do it for you. As far as the spray hitting the armpit, you may also try using a Mesh Warp or Puppet Tool to distort the jet. Here’s a great tutorial:

Use Adobe Media Encoder- H264 compression is pretty good ( you have presets that you can apply).

use the water layer as a displacement map for the text layer.

The transition: looks like levels were blown out and then brought to black, the colors were mapped to blue and then red, I saw a bit of texture in there- may come from the image used or grain or a separate image, a bit of blur and a lens flare- but that’s just my guess. There’s no real formula, play around with the above to get that transition.
The light- one way to do a laser pointing at the camera is to have a Knoll Lens Flare preset- Red Laser attached to a light in AE, with Trapcode Lux on top- to see the beam.Tudor “Ted” Jelescu

Maybe apply select edges on an adjustment layer and mask out the parts you do not need to be affected…

Open AE project in Adobe Media Encoder and render out MPEG2 VBR … as you need. Do not render out straight from AE.

Try to copy something else to your clipboard from a different soft (web browser or text processor). Then start you app. Hope it works.
