Do you only have this problem with divx files?

First of all, you should not use the save as option, since this will only save the project file. To make a DVD, myou need the RENDER AS option.
If you want to create an SD DVD, you should render to MPEG2 and use the DVD Architect NTSC video stream template (or PAL, depending on where you live, or widescreen, depending on your footage).
You can activate the TWO PASS option (under the CUSTOM button you will find a VIDEO tab where you can select the two pass option).
The audio should be rendered as AC3.

Is the Canon HF S20 not an AVCHD camera? And do you want to make a DVD or an Bluray?

If you don’t want the event pan/crop window to join the tabs, you can press Ctrl while moving this window.
If it has happend that the event pan/crop window joined the tabs, you can easily get it out again by dragging the six points at the left side of this window.

Set your projectproperties as widescreen and add your 4:3 footage. Then open the event pan/crop window of the 4:3 footage and reightclick in the popup window. Choose the option ‘match output aspect”

I have seen something before with somebody who uses movie Studio. Reinstallation solved the problem.
