You will find Boris FX in the Video FX tab and the transition tab. You can apply it the same way as any other FX or transition. But Boris products are not yet working in the 64bits of Vegas. Upgrades that work in Vegas 64 bits will be available very very soon.

What you can do (and what you probably did before) is to have the clips overlap automaticly when you drop them on the timeline. (OPTIONS_PREFERENCES-EDITING tab-and activate AUTOMATICALLY OVERLAP etc.
Once the clips are on the timeline, you can still do the overlap automatically with scripts like Excalibur or Ultimate S. I don’t know whether there are also free scripts to do this for you.

Rightclick on the toolbar at the bottom of your screen
Choose PROPERTIES and select something like HIDE TOOLBAR AUTOMATICLY.
Hopefully now you will be able to find back your pan/crop window at the bottom of your screen.

Yes, there are several nice plug-ins available for Vegas. But It is already amazing what you can do with Vegas without extra plug-ins.
I would advise you just to start with Vegas without plug-ins. And once you learn all the possibilities of Vegas, you might run into limitations and decide to purchase a plug-in or some sripting tools. But whether you will need them depends on how you are going to use Vegas.

Boris FX is just a plugin for Vegas, since it doesn’t have its own render machine. So it will always need Vegas (or any other NLE) to produce something, although you can prepare your projects in advance in the absence of an NLE, using the keyframer.
On the other hand, Boris RED is a stand-alone program AND a plug-in…

You can just make a grayscale image with a gradient containing your pinwheel in a program like photoshop.
Then in Vegas add the gradient whipe transition. In the popup menu, you browse to your pinwheel gradient. Thats all.
