Try making a strip comp with the stylize>motion tile effect, then apply offset to move the strip.

Well, you can start two instances, one for rendering, and one for working on another project. You can also set up a render farm, but I don’t think you can dedicate a specific processor to the job.

If there’s any way you can dolly slower and ask the talent to move normally but slowly (test the motion to see if it looks weird), you’ll appreciate the extra frames.

My Decklink SP works fine. Sometimes, when I’m running FCP and AE, they fight over the display, but closing one app calms them down.

I haven’t found that problem(yet), so the only thing I can offer is that FCP thinks the NTSC pixel aspect ratio (PAR) is 8/9, whereas AE thinks it is 9/10. Apparently, it’s actually supposed to be 10/11. Hmph.
So all your comps and render settings are DV, 720×480, D1 PAR?

Did you also light the 3D CG to match the lighting in the BG footage?
