Ok Paul….First, try changing only the Deinterlace Method in
project properties and along with the same in the render output

No Allan, you not doing anything wrong, thats normal
for neat video. What you should do is dont apply it on the
entire video, only the spots where their is excessive noise.Steve Rhoden

LOL…Oh my goodness, you may be right Mike. Andrew, you then will
have to go with Cookie cutter on a duplicated timeline of the
video and keyframe its movements as the video progresses.Steve Rhoden

Can be done by a time consuming process of using the Cookie Cutter and
Keyframes in vegas alone, But to make the process easier their
are two plugins available that can do this quite easily:

Proud to here that you made the switch from Final Cut….But after you
get over these Vegas learning Curves, you will enjoy your editing
so much more.
Now, if you want to add effects to a particular video, Simply drag
and drop it only on that particular video event. If you drop your
effects on the preview window, the effect will be applied to
everything or if you drop it on the video track (on the left),
it will be applied to everything in that track….Hope you follow.Steve Rhoden
