The audio in the clip is fairly low in volume, so I’d normalize the file before working on cleaning it up.
Your left channel is clear, just a little roomy and has hum.
Try noise reduction and use a second or two of the wave that has the room noise only. then apply that to the entire left channel to remove that noise. Split and save as a mono file. EQ as needed to make it sound natural.
I’m using Audacity, a free audio editor. Works on Mac and Windows. https://audacity.sourceforge.net/The right channel is over modulated and the distortion is not removable but can be reduced by lowering the EQ in the 500-1000 hertz range. I’d forget the right channel and just work with the left channel.

I’d get a larger SSD, maybe 80 to 120gb. Plugin’s and additional software will eat up a 40gb drive. “They” say that an SSD will last longer if it has plenty of open space to sequentially use the available space evenly. Don’t know if it’s true but it sounds logical.
I’d get a good video card with dual 1200dpi monitors. Screen real estate is always a good thing. Vegas’s components can be setup in custom views across multi monitors for maximum benefit.
Lastly, plan on external hard drives for backing up all your work as you progress with each project. Portable USB hard drives are cheap and big enough for these tasks.

How are you verifying the length of the rendered audio? Is it rendered as an MP3? MP3’s can be problematic in length with some software.
Now,
I’d try loading the rendered file in several programs/players to confirm the length.
If it’s not correct, try reducing the length by the additional amount and render, verify and try again.

I suspect that an errant plugin is at fault, hopefully it’s a VST plugin.
Try renaming if you have the VSTplugins folder in the program files folder to 1VSTplugins or something similar. Then start Audition. If it works you’ll have to one by one delete or rename the plugins in the folder till you find the culprit.If that doesn’t work try removing any other software with plugins and restarting Audition.
Your Sound card or device could also be problematic.

Try setting the Windows audio mixer to use the USB device as the default sound card. And/or remove the default sound drivers so there are no other sound devices besides the USB device.
Audition 1.5 is a little old and constrained compared to newer versions.

Open the Task manager (CTRL, ALT, DELETE together)and see whats using the most memory (Processes) and view the CPU usage (Performance) while you work in Vegas.
I’m assuming it was working fine before and you haven’t installed any new software and your not infected with a virus. -
Be sure your not rendering a looped region only, or you can set your regions to the beginning and end of the project and render the looped region only.
