A DVD that plays on a set top box or with DVD player software on a PC is exported to MPEG2 at around 7Mbps. That is what the studios do, and that is what we do.
DV AVI should look much better than the Indeo codec, so you really need to solve that problem. Does it look bad when you bring it back into Premiere Pro, or is your PC just having trouble playing it in Media player (not uncommon)?

If you are using DV AVI, you should be able to get 20 minutes of video on a DVD-ROM.
So four minutes ought to be a breeze.
What are you shooting with, and what are you exporting as?

2GB is probably OK for most things. Occasionally it will take a little longer to do something, but you should be OK.
Stay with WinXP 32. If you need a plugin, your browser will tell you.

Could it be one of the effects you are using? Why are you having to render in the first place?

If you start with DV AVI (or Quicktime), then use DV AVI (or Quicktime), in After Effects, why not just use the Render Que to produce a DV AVI (or Quicktime) to import back into your NLE?
Exporting DV to uncompressed really doesn’t serve a purpose. And exporting uncompressed doesn’t help fromj After Effects because your NLE will render it before exporting anyway.
Or, better yet, if you use Premiere Pro and After Effects, you can copy your footage to After Effects and then use Dynamic Link to link the AE comp back to the Premiere Pro sequence.

It just so happens that I had to do this the other day.
Apply a High Pass filter and reduce it to about 800 or so, then apply the Low Pass filter and run it up to over 12000. That should get you started.
Only you can determine exactly what sounds right.
