I am an experienced Premiere user but am still trying to learn new things in the program. In this case I am trying to make my video look like it was shot in the 60s, 70s, and 80s but cannot figure out how to do this. If anybody has any insight that would be most appreciated.

If you also use After Effects then go here https://www.videocopilot.net/fmp.html
and get Film Magic Pro. It consists of over 50 cinema style presets
and does exactly what you are asking for.
There are presets/filters that makes your film look like it came from the 3 different decades that you mentioned, plus a lot more.
    Very cool.

Or, simply use color correction to desaturate the video and see how that feels to you.
