You can put it all into a new sequence, then export an AVI from the new sequence. Replace the original material in the main sequence with an AVI created from the new sequence. If you need to change it later, just make the change and export again.
It isn’t the best solution, just the easiest way to get around memory issues.

There is no reason you could not create a project with that ratio, and then import all of the other footage into it. That sort of creates an automatic cropping effect, just by fitting the video to the frame. It makes it easier to export to that ratio as well.

I will assume you are using a single sided transition on the end of the clip in the upper track? Most of the transitions work that way. I have come across some that acted odd, but I never investigated and just found another way.
I suggest attempting to use the transition between two clips on the same track first. On the other hand, are you sure that your video has an alpha channel to work on? Most video doesn’t.

You create a new project with the correct settings and just import the old project into it. Nest the old sequence into the new. Simple.

Either let them both run, or get used to finding a point to sync up each clip. There is no magic answer unless you have cameras that know how to sync.

HDV editing began with 1.5.1 so if you have anything earlier, it won’t work.

Place the CTI over the exact spot you want to export and File > Export > Frame. Just use the settings button to make it the way you want it.
A simple Ctrl-Shift-M opens the same dialog window.

The trial does not handle HDV, or any MPEG import or export. Licensing issues.
