The closest you will get is using Hollywood FX on a PC using Premiere.

first let me tell you have old information on your pricing. The 23″ Apple Display is $899 and has been for awhile.

An alternative is the New Dell Ultrasharp 24″ Display. It runs about $700-$600 depending on special.
